The plan is to boost Scotland's cycling industry by 25% over the next five years.
It's part of the Scottish government's overall plan to make the country more business-friendly and less reliant on oil and gas, notes the New York Times.
The plan also calls for major improvements to roads, bridges, and other infrastructure.
"This is about making Scotland a place where people want to live, work, play, and learn," says transport minister Keith Brown.
