Jewish Community Foundation Backs Controversial Balboa Park Makeover with $1.57 Million

La Jolla billionaire Irwin Jacobs has set up a tax-exempt committee to push through his controversial Balboa Park traffic and parking makeover spent almost $2.4 million, according to an IRS disclosure report filed by the Plaza de Panama. Committee.
